1. MANAGING DIRECTOR

Purpose of the Job

To provide strategic leadership in driving business growth, visibility and provision of effective and efficient operations across the Company.

Job Grade   14

Main Duties and Responsibilities

I. Managerial Roles and Responsibilities

a)    Develop and recommend to the Board short-, medium- and long-term strategies, business plans, and annual operating budgets, while establishing proper internal monitoring and control systems and procedures;

b)    Lead development and implementation of effective business development, marketing and public relations strategies to promote the products, services and image of the Company;

c)     Ensure achievement of targeted business revenue, market share growth and profitability;

d)    Advise the Board of Directors on performance of the Company and ensure appropriate policies are implemented to meet Company’s mission and objectives while complying with all relevant statutory, regulatory and legal requirements;

e)    Provide prudent financial management and investment undertakings by ensuring that sound policies and practices are adopted for optimal utilization and returns;

f)     Responsible for overall risk management and ensure full compliance with the company policy, the regulator guidelines and appropriate provisions of relevant legislation;

g)    Coach, mentor and develop the Corporate Management Team (CMT) to ensure excellent performance and effective succession planning in the organization;

h)    Foster a conducive corporate culture that promotes strong ethical practices, good governance and employee productivity and performance;

i)      Manage relationships and maintain business networks and partnership with stakeholders to ensure a good company image and working relationship and brand visibility;

j)      Provide leadership and direction to all departments by setting high-level goals with

k)    departmental heads, performance-oriented objectives and working together on attaining

l)      such goals by closely monitoring the operations and ensure adherence to established code of conduct;

m)  Establish and maintain an effective system of communications throughout Company to ensure that the responsibilities, authorities, and accountabilities of the entire workforce are clearly defined and understood;

n)    Oversee ISO standards, regulatory and sector requirements are adequately implemented and maintained.

II. Operational Roles and Responsibilities

a)    Oversee financial management and investment undertakings by ensuring that sound policies and practices are adopted for optimal utilization and returns as well as ensuring adherence to the budget;

b)    Oversee effective management of human resources for optimal productivity through policies and strategies that attract and retain qualified and competent staff;

c)      Provide leadership in business growth and customer service in line with the corporate business plan and strategy for the Company;

d)    Ensure corporate compliance with all statutory, legal, social and regulatory requirements in the execution of its business strategies;

e)    Manage corporate change through adopting policies and strategies that will ensure the effectiveness and business survival in delivery of services;

f)     Conduct a strategic review for the ELDOWAS’ performance on a quarterly basis in order to determine whether the Company is meeting its short and long-term objectives and come up with measures that guarantee sustainable competitive advantage and market share;

g)    Oversee development and implementation of corporate social responsibility initiatives and ensure that the image is well projected and protected;

h)    Ensure safety of the Company’s assets, employees and officials by taking adequate insurance cover;

i)      Champion performance management of staff in organization by leading by example.

Knowledge and Skills Required:

a)    Must possess Master’s in Business Administration, Engineering, Economics, Finance, Commercial Law or related filed.

b)    Must have a Bachelor’s degree in Business; Engineering, Economics, Finance, Law or related filed.

c)     Must have Leadership course of minimum of Six (6) weeks from a recognized institution;

d)    Must be a Member in good standing to a relevant professional body;

e)    Must have a Minimum of fifteen (15) years management experience, seven (7) in senior management positions;

f)     Must be a visionary with ability to drive change and transformation in an organization;

g)    Must demonstrate high level strategic thinking with ability to drive and execute the organizations strategic plan;

h)    Must have high level problem solving and decision-making abilities;

i)      Must have experience working with boards and have a clear understanding of corporate governance principles;

j)      Should be able to articulate and inculcate the organization’s mission, vision and values to the employees.

k)    Must be an effective communicator with ability to communicate both internally and externally;

l)      Should demonstrate the ability to target and initiate business partnerships with other companies;

m)  Must have high level of integrity and ethical practice;

2. GENERAL MANAGER, TECHNICAL SERVICES

JOB REF:  ELDOWAS/2024/GM, TS/02– 1 post

Reporting to: Managing Director. 

Department:  TECHNICAL 

Terms of Engagement: Three Years Contract Renewable once based on performance 

Job summary:

To plan direct, co-ordinate, control and manage the company’s operations and maintenance of infrastructure and equipment in order to supply water and sewerage services to the Company’s Service Area.

 

Job Grade   13 

Key Tasks

Managerial Roles & responsibilities

a)    Ensuring compliance with established standards for planning, design, construction, and operation and maintenance of water and wastewater services facilities;

b)    Ensuring achievement of key performance indicators in line with the water sector benchmarks on water coverage, sewerage coverage, and water quality, metering ratio, Non-Revenue Water among others;

c)     Implementing technical standards of the Company;

d)    Evaluating performance of the company on all the specified key performance indicators to ensure continuous improvement;

e)    Responsible for water conservation and demand management for the water utility;

f)     Ensuring that all materials, parts, chemicals and others used in operations meets required safety and quality standards so as not to compromise staff, customer or public health and safety;

g)    Responsible for ensuring all technical operations and projects are carried out in accordance with approved standards and budgets;

h)    Responsible for development of framework for management and maintenance of a water distribution system, sewer system in the company’ area of operation;

i)      Managing all water produced and fed into the system to minimize losses

j)      Develop work plans and budgets for the department for approval;

k)    Oversee the execution of departmental work plan and budgets;

l)      Review professional water and environmental regulations and guidance, assessing the potential for impacts on the department operations, develop and submit comments and alternative language for issuing agency consideration;

m)  Develop and implement goals, objectives, performance measures, policies and priorities as assigned by the Managing Director;

n)    Prepare applications for and maintain required environmental permits for the Company; act a lead negotiator with the issuing agency;

o)    Develop and/or propose research efforts necessary to support the department strategic goals;

p)    Oversee performance management of staff in the department;

q)    Identify training needs for the departmental staff;

r)     Mentor and coach staff within the department;

s)     Prepare and submit all monthly, quarterly and annual reports. 

Operational Roles and Responsibilities 

a)    Responsible for the overall supervision to ensure proper functioning of the Technical Department and its personnel ensuring that the duties are carried out in accordance with the company’s policies;

b)    Development of departmental policies;

c)     Oversee and approve plant facilities maintenance project improvements, including capital projects;

d)    Responsible for approval of extension of water and sewer networks;

e)    Ensure provision of quality water;

f)     Ensure proper treatment and safe disposal of wastewater;

g)    Identify training needs for the departmental staff. Mentor and coach departmental staff;

h)    Develop department budget and work plan;

i)      Identify procurement needs of the department;

j)      Participate in strategic planning and implementation;

k)    Responsible for physical assets operated and maintained by the company;

l)      Make strategic, operational and technical decisions for the department;

m)  Plan the work of subordinates, assigns work to subordinates, and monitor subordinates work performance;

n)    Appraise/evaluate subordinates’ performance;

o)    Work closely with other departments/sections in all areas. 

Key Result Areas:

The jobholder’s accountability areas are as follows:

a)    Timely and accurate completion of all required reports, including operation and maintenance reports;

b)    Timely compliance with all regulatory agency mandates, permit requirements, sampling schedules and mandated actions and programs;

c)     Effective operational cost control of the department’s financial resources;

d)    Successful implementation of quality control standards for services offered by the department;

e)    Effective supervision of employees assigned to the department;

f)     Maximization of productivity in the department;

g)    Continuous process improvement of services offered by the department 

Job Specifications (Essential requirements for this job position):

a)    A Master degree in Civil/Water Engineering or the equivalent;

b)    A Bachelor’s degree in Civil Engineering or any other related field;

c)     A minimum of 12 years in related work experience, with 6 years of this in Senior

Management;

d)    A registered Professional Engineer in good standing with the Engineers Board of Kenya (EBK) and a corporate Member of the Institution of Engineers Kenya (IEK) with good standing

a)    Must have demonstrated ability to handle departmental budgets, resources, processes, projects and relationships;

b)    Should have thorough knowledge of the relevant industry/sector as well as knowledge of regulatory requirements affecting the relevant sector;

3. GENERAL MANAGER, FINANCE & STRATEGY 

JOB REF:  ELDOWAS/2024/GM, FS/03– 1 post

Reporting to: Managing Director. 

Department:  FINANCE 

Terms of Engagement: Three Years Contract Renewable once based on performance 

Job summary:

To plan, direct and co-ordinate the ELDOWAS finances and ensure financial planning,

management of financial risks, record keeping, and financial reporting; undertaking strategic

and tactical matters relating to budget management, cost benefit analysis, forecasting needs

and securing new or additional funding; and advise management and board of directors on

financial implication of new and existing ventures

Job Grade   13 

Key Tasks

Managerial Roles & Responsibilities

a)    Develop the corporate and departmental work plans and budgets for management and Board approval;

b)    Oversee the execution of corporate and divisional/departmental work plan and budgets;

c)     Oversee performance management of staff in the division/department;

d)    Participate in the development of Financial and Strategic Policies for the organization;

e)    Identify training needs for the departmental staff;

f)     Mentor and coach staff within the department;

g)    Supervise staff in the department;

h)    Identify procurement needs of the department;

Operational Roles & Responsibilities

a)    Develop Financial plan and ensure availability of cash for various company’s activities;

b)    Prepare budgets and controlling expenditure;

c)     Provide strategic policy direction for effective service delivery within the department;

d)    Develop policies and strategies to help management achieve corporate goals and objectives as per business plans;

e)    Oversee the development of parameters for measuring implementation of organizational plans and strategies;

f)     Compile the quarterly and annual performance reports for submission to the management and the Board;

g)    Design and implement effective systems of monitoring performance against budget;

h)    Maintain effective budgetary controls, cost accounting and internal control systems and procedures;

i)      Advise management and board of directors on financial implication of new and existing ventures;

j)      Ensure optimal utilization of organization resources;

k)    Participate in top management meetings (corporate management team);

l)      Develop a long-term strategy for the timely generation of financial resources;

m)  Formulate and maintain up to date register of company’s assets and liabilities;

n)    Produce divisional and corporate forecasts for income and expenditure on monthly, quarterly and annual basis;

o)    Preparing year-end income and expenditure forecasts;

p)    Prepare monthly, quarterly, and annual financial and non-financial reports for stakeholders’ consumption and ensuring its integrity;

q)    Prepare annual and long-term capital and revenue budget for consideration by the board and management for decision making;

r)     Periodically assess the accounting best practices and advise the Company appropriately;

s)     Participate in Procurement Tender Committee;

t)     Ensure quality accounting and maintenance of records meet the required International Financial Standards and implement recommendations from the internal Financial Management, Management and external Audits reports;

u)    Oversee the development and implementation of sound financial management systems;

v)    Participate in monitoring and evaluation of Company operations;

w)  Assess business risk and create financial awareness on resource allocation, cost reduction and financial discipline

a)    A Master’s Degree in Finance/Accounting or equivalent;

c)     Must have Professional qualifications such as CPA K/ACCA, ICPAK membership and in good standing.

d)    A minimum of 12 years’ related work experience, six (6) of which should include senior management experience in a large organization.

4. MAINTENANCE OFFICER(ELECTRO-MECHANICAL)

Reporting to: Planning, Design and Construction Manager. 

Department:  TECHNICAL 

Terms of Engagement: Permanent &Pensionable

 

Job Grade: Eldowas Establishment Grade 8

 

Job summary:

To ensure timely and economic maintenance and installation of all electrical/ mechanical equipment, including civil works.

Key duties and responsibilities

a)    Provide timely economic and reliable maintenance services, identity maintenance requirement and an effective planned maintenance schedule drawn up; ensure that causes of breakdowns are identified and corrective action is initiated.

b)    Ensure that policies, procedures, methods and programs for the agreed preventive maintenance are fully adhered to including reviewing and updating of the same.

c)     Ensure timely and economic completion of maintenance projects by planning scheduling and establishing the most effective method or procedures and communication the same to the teams concerned.

d)    Ensure economic and timely availability of maintenance or installation facilities and equipment, ensure that all the necessary tools and machines for efficient service are available,

e)    Ensure that corrective and preventive maintenance practices and procedures are understood and applied,

f)     Ensure availability of quality spares and maintain spare re-order levels.

g)    Ensure safe working environment

h)    Prepare budget proposal for the section.

i)      Carry out routine of maps and other technical documents, including engineering drawings.

j)      Prepare maintenance reports and keeps records.

k)    Supervise, appraise, train and motivate the staff in the Section

a)    Bachelor’s Degree. (Electrical & Electronics, Mechanical or Mechatronics Engineering) with 6 years’ Experience
